ii) Decisions
2/2006/0523 Brooks Farmhouse, Belchalwell, Okeford Fitzpaine – Raise roof heights to for additional accommodation, enlarge existing dormer and install 1 no dormer, erect 1 no porch and 1 no conservatory (demolish existing conservatory) – GRANTED.
2/2006/0363 Lowbrook Farm, Belchalwell, Okeford Fitzpaine – Erect no 1 anaerobic digester plant for the production of electricity from manure and biomass – GRANTED.

5) MATTERS ARISING
ix) Parish Boundary Review The chairman is disappointed that meetings are taking place that the Parish Council were unaware off. The Parish Council wrote in August to ask about the current situation, no information has been forwarded to the PC. The Deputy Prime Minister is to make the final decision. DISCHARGE.

xii) Belchalwell The temporary gritting bin has now been removed, a resident asked if in the future a gritting bin could be located between Lower and Higher Belchalwell, the vice chairman asked if it was necessary to do this if so where should the bins be located. The chairman suggested that the PC should write to DCC Highway Authority to see if Belchalwell can be added to the gritting schedule.

ix) Parish Boundary Review Letter received from NDDC a report for full council is to be published March 24th on the web site www.north-dorset.gov.uk full council will make final recommendations on March 31st.

xii) Belchalwell The temporary grit bin is still in use. Chairman to recover bin when the weather improves. Cheaper sources of bins will be investigated.
6) PLANNING MATTERS
a) Applications 2/2006/0194 Mr & Mrs Salisbury, Whippletrees, Belchalwell, Nr Blandford, DT11 0EQ, two storey extension, after much discussion there were no objections, all agreed.

xii) Belchalwell Items. A response was received by John Mann (DCC) ref; Road Gritting.
An e-mail received from a resident, thanking Parish Council for the use of a gritting bin.
Cllr M Burt will recover dustbin when the weather improves.

xii) Belchalwell Items
A reply is awaited from DCC regarding responsibility for gritting.
The council’s insurance company said that there would be no problem with supplying a grit bin permanent or temporary as long as it was secured in place.
A further email had been received from the Belchalwell resident saying that they were grateful for the temporary bin which had been put to use in recent bad weather.

xvi) Belchalwell Items
• The car left in the Church parking area is there with the permission of the landowner.
• DCC is satisfied that there is no problem regarding the boundary issue.
• There has been a request for a grit bin to be placed near the green area at Lower Belchalwell as there was a continuing problem in bad weather particularly for the milk lorry. The resident who had requested the bin had spoken to DCC and been told that if the Parish Council supplied a grit bin then the County Council would keep it filled. The chairman had placed a temporary bin with a grit/salt mixture near to the post box. After a long discussion it was proposed by Cllr R Corben and seconded by Cllr Trowbridge not to supply a grit bin at Belchalwell, the vote was 5 in favour of the proposition, it was therefore carried. It was suggested that the temporary bin remains in place and the situation be monitored. Clerk to write to DCC to ascertain who the responsible authority for road gritting is and check with the insurance company regarding temporary and permanent bins.

xix) Any Other Matters Arising
Letters had been sent to residents in the vicinity of the green area at Lower Belchalwell. A recipient of the letter spoke to the chairman on the telephone and complained that this was a waste of money and that the council meetings were a waste of time.

An email had been received from another resident reporting an abandoned car in the area used for parking at the Church at Belchalwell. He commented that the car had been there for over a year and had been joined by a van which had been there for some time.
It is thought that the land in question is privately owned but this needs to be checked.

Planning Matters
2/2005/1036 – Mr & Mrs Morris, Church View, Belchalwell. Erect single storey extension. It was proposed by Cllr Trowbridge and seconded by Cllr R Corben that there be no objection, this was agreed.

• A resident from Belchalwell – with concerns about the green area at Lower Belchalwell and a matter of a property boundary. (clerk to pass the boundary issue to DCC) After some discussion it was proposed by Cllr Horton and seconded by Cllr Trowbridge that a letter be written to residents in the vicinity of the green area reminding them that the area should not be parked on and that the Council would consider reinstatement of the posts, also that some of the residents had agreed to maintain it, this was agreed.
